Oh yeah, it sure will. I don't have any "Sweet Cream" flavours, just the VM Cream and have tried it with it in, but the VM Custard and VM Cream are very similar imo, so it ended up being more custardy than anything else. I'd also try add some "Brown Sugar" or "Butterscotch" to help the Caramel...

Look around in your local Health Shop. It's very hard to find, so you'll most likely need to ask them to bring it in. Most of the time you're gonna get directed to buying Equisweet yellow, but you need to ask them to bring in liquid Sucralose at 25% or 50% concentration. It's not cheap either...

It's quiet sweet, but not overly sweet. Steeping should be at least 2 weeks, preferably more.

Raspberry will work, and I'm pretty sure @Neil and I tasted some when we were trying it out. ;) As for the sour, don't add more if you don't think it's needed, but as I said, the juice is more sour than sweet (i.e. there is no sweet aftertaste in your pallet, but there shouldn't be a sour one...
