That's my point, it's overreaching to the point where they're making everyday things borderline illegal. Nebulisers, inhalers..... er... oxygen tanks too, for that matter.
So juice manufacturers would have to market their juices as "flavour syrups not for use in electronic delivery systems". Whether they'd get away with it or not is obviously another story.
