I'll take a stab at this. It's difficult to actually check the device without breaking the seal. All you have to go on is the supplier's integrity and possibly an inspection...
While I appreciate the general context of this thread (and think it's a good discussion to have), I think it goes a little far to compare vape vendors (even the larger ones) to a behemoth like Takealot. They own a courier company, after all. :think:
I know. Sadly. That's why word of mouth is so important. Unfortunately for the store in question name and shame is the only way in this case. Hopefully the word gets out and the owner gets the message.

1. What determines a reputable store? Word of mouth, to be sure, or is it? What else?
2. What about the thousands of vapers that don't know any better? How do we work to protect them, and indirectly vaping in general?

Hey. I started my journey over a year ago, having never smoked either. I have found that the tastes are phenomenal, and while we don't encourage non-smokers to vape I'm certainly not one to talk. [emoji16]
Take your time, and pick a device that fits your budget but delivers a punch at the same...

I would say stick to vendors on the supporting list for the moment.. but to be honest there is no way to tell. Perhaps a check to see how long a vendor has been operating, and how involved they are in the community would be a good start
