3: Is it the vendors responsibility to ensure that a product being sold is checked and inspected before being advertised? I'll take a stab at this. It's difficult to actually check the device without breaking the seal. All you have to go on is the supplier's integrity and possibly an inspection...

I would say stick to vendors on the supporting list for the moment.. but to be honest there is no way to tell. Perhaps a check to see how long a vendor has been operating, and how involved they are in the community would be a good start
