The Hurricane pic is a bad one. I will replace it asap.
The international juices are a maximum of 6/7 months old, so it's well steeped
The local juices are a maximum of 9 months old.

As for your questions:
To my knowledge there is not yet a review in our E-liquid Review section for Noras Dream
But if you search on Google, I am sure you will find lots of reviews from international vapers
Found this on juicedb for you - http://www.juicedb.com/juices/11210 - seems like only 1 review
Perhaps you will be the first to review it here...

As for the mixing - yes, equal quantities of 12mg and 0mg should come out at 6mg.
