The manual states this is caused by a bad battery connection or atomizer.
With no tank fitted it flashes. Fitting three different tanks which all work on another mod
it still flashes. I am stuck so any help would be appreciated.

Check if your 510 connector isn't stuck. Was the issue with a kanger atomizer I've encountered.

Sometimes on the kanger when you get the 9.99ohm warning it gets stuck, screw in a new tank, turn it on, then slowly unscrew it until it sets to 0.00 ohms then screw back in, should ask if its a new atomizer, click yes. If it carries on as stated in other reply probably a bad connection on 510.

The connector is not stuck. I do not know if this problem is any way related to the problems I had from the start. The tank has large air flow holes
which leaked juice like a sieve. Eventually the juice found its way into the mod discoloring the white battery display.
It finally resulted in a short circuit and the juice started boiling and me burning my fingers while removing the battery.
I eventually stripped the mod and removed all traces of juice then let it dry in the sun.
Reassembling it resulted in the display "new atomizer yes / no" appearing, but this display was frozen and the mod did not respond in any way.
I left it for a month then tried again. It was at this point where it now accepts "yes" to that question but won't work as the 9.99 ohm icon now flashes.

No solid fix for this error. I had the same on 2 of my kangertech boxes. Will never buy another mod from them

All the mods I have ever had have been temperamental with a mind of their own.
Today it decided that it will work. No more 9.99 ohm flashing.
It did not ask if a new atomizer had been fitted, it simply started working. I am using it now but wonder what tomorrow holds.(or the next hour)
From new the tank leaked like a sieve and I had to constantly be wiping the casing dry. The kit came with a SS atomizer, a Clapton atomizer,
a ni chrome atomizer and a RBA. The leaking continued no matter which one I used.
I bought a Eleaf Pico mod and fitted this same tank and have never had a leak. Strange indeed.

UPDATE: It did in fact work for a few hours then I heard gurgling and it got hot. I removed the battery
and on replacing it got that "new atomizer yes /no" message which remains frozen.
