@ARYANTO , many people make that mistake, especially those used to the metric system.

Now look closely, you will see short little lines, longer ones and then even longer ones. Then there are also the ones running all the way across the tape. Now, listen closely, the ones running all the way across the tape denote feet, not inches. The longest short ones are the inches. So in your picture you are looking at exactly thirteen inches. That is why I'm so proud of my almost four feet!
